Malpractice reforms, caps pass legislature
SPRINGFIELD - With opposing factions claiming the state constitution was on their side, Illinois House and Senate lawmakers on Monday passed medical malpractice reform legislation containing ground-breaking caps on jury awards for pain-and-suffering damages.
