Palmer passes on vote to limit medical awards
Sen. R.J. Palmer, D-Winchester, on Thursday passed on a vote on a proposed constitutional amendment that would set limits on the amounts juries could award victims of medical malpractice after the Republican-controlled Senate refused to even allow a vote on the amendment he filed on the bill.
