The Integrated Community-Based Initiative (ICOBI), an organisation chaired by Sheema North MP Dr. Elioda Tumwesigye, received sh225m from Uganda’s Global Fund but only gave out sh11m to 11 of its partner NGOs, the probe into the mismanagement of funds of the Global Fund heard yesterday.
