PLATTSBURGH, N.Y. – A local doctor has lost his license and faces two lawsuits for medical misconduct and malpractice. Kevin Downs, a Plattsburgh gynecologist at the Women’s Health Center is accused of forging documents and giving medicine to a woman with whom he was in a relationship.
